Constitution

CONSTITUTION
       

ARTICLE I

Name

The name of this organization shall be the Louisiana Volleyball Coaches Association (L.V.C.A.).

ARTICLE II

Purposes

The purpose of this organization shall be:

Sec. 1 

To encourage among coaches a deeper sense of responsibility in developing, maintaining, and conducting the game of volleyball.

Sec. 2

To promote the playing of volleyball in accordance with the highest traditions of interscholastic and intercollegiate competition.

Sec. 3

To teach the game of volleyball within the general objectives of education.

Sec. 4

To maintain a membership group representative of all sections of the state and all divisions of competition at the elementary school, middle school, junior high school, high school and college levels.

ARTICLE III

Membership

There shall be four classes of membership:

a.Regular
b.Associate
c.President
d.Honorary

ARTICLE IV

Officers and Directors

Sec. 1

The officers and directors of this organization shall be elected by regular membership.

Sec. 2

The officers shall be President, President-Elect, Vice- President, Secretary, and Treasurer.

Sec. 3

There shall be four regional directors and two at-large directors comprising the Board of Directors.

Sec. 4

There shall be an Executive Committee which shall consist of the officers, the Board of Directors, the retiring president, and the coordinators from the east and west. The retiring president shall be an ex-officio member for one year with voting privileges.

ARTICLE V

Meeting

Sec. 1

The L.V.C.A. shall meet semi-annually in conjunction with the Louisiana High School Coaches Association coaching school in July and in conjunction with the Louisiana High School Athletic Association annual convention in January.

Sec. 2

A majority of the regular members present at the meeting shall constitute a quorum for the transaction of business.

ARTICLE VI

Amendments

This constitution may be amended by a two-thirds vote of the regular membership present at the semi–annual meetings, provided that the proposed amendments have been submitted in writing to the Executive Committee and published to the membership.

BYLAWS

     

ARTICLE I

Membership

Sec. 1

Regular membership shall consist of coaches and assistant coaches who are currently involved in coaching volleyball at the elementary school, middle school, junior high school, high school, or college level. Junior development program coaches shall be regular members. Past regular members who are not presently working in coaching may choose to continue their regular membership.

Sec. 2

Associate members shall consist of members of recognized
officials associations and any interested persons.

Sec. 3

President membership shall be an exemption from dues for his/her year as president.  At the completion of the term of office the president is allowed an exemption from dues for one year following his/her term. This carries all privileges of regular membership.

Sec. 4

Honorary membership may be conferred upon any individual who has made a valuable contribution to the L.V.C.A. or to the sport of Louisiana volleyball. This membership must be approved by the Executive Committee. An honorary member will be the invited guest of the L.V.C.A. at its annual All-State Banquet the year membership is conferred and will receive a commemorative remembrance of the honor.
An honorary member will receive copies of the L.V.C.A. publication "Passing it Along" for one year. No other special privileges are granted to an honorary member.

Sec. 5

Application for membership shall be made to the Treasurer. The applicant shall furnish credentials that will determine the class of membership to which he/she is entitled. The application shall be accompanied by the dues; the Treasurer will inform the applicant if he/she is approved and the class of membership of which he/she is a member.

 

Sec 6All members shall have the privilege of the floor at the semi-annual meetings, but only regular members may vote.

ARTICLE II

Dues

Sec. 1Regular members shall pay dues of $35.00
Sec. 2Associate members shall pay dues of $25.00
Sec. 3Honorary members are exempt from dues.
Sec. 4Annual dues are payable at the July meeting of the L.V.C.A.
and until September 30 of that same year.
Sec. 5Presidents will be exempt from dues for their term plus one year

ARTICLE III

Nominations and Elections

Sec. 1 The nomination and election of the Executive Committee shall be held at the July meeting of the association. This Executive Committee will be installed at the annual L.V.C.A. All-State Banquet at the beginning of the next calendar year.
Sec. 2A nominating committee of three members shall be appointed by the president.
Sec. 3The chairman of the nominating committee shall be a member of the Executive Committee and no other officer of the association shall be a member of the committee.
Sec. 4The nominating committee shall nominate for each office only regular members. Nominations may be made from the floor as long as the nominee is a regular member.
Sec. 5Election shall be by written ballot.
Sec. 6A vacancy occurring during the year shall be filled by a vote of the Executive Committee.
Sec. 7The term of office for the officers (President, President-Elect, Vice-President, Secretary, Treasurer) shall be one year.
Sec. 8The term of office for the Board of Directors shall be two years, unless vacancies occur which result in advancement at a more rapid rate. Terms of office will be staggered so there is a continuity established among the Executive Committee.

ARTICLE IV

Duties of the Officers and Directors

Sec. 1The President shall preside at the semi–annual meetings of the L.V.C.A. and the Executive Committee, shall appoint all committee chairpersons, shall be responsible for gathering and selecting material for the newsletter, and shall represent the L.V.C.A. at meetings of allied organizations.
Sec. 2The President–Elect shall assist the President in all of his/her duties and shall train for the office of President.
Sec. 3The Vice–President shall act as President in case of the President’s absence and shall periodically conduct a coaches’ poll of team rankings for publication.
Sec. 4The Secretary shall give notice of the semi-annual meetings and all meetings of the Executive Committee; shall keep records, including an official membership roster, and information for the archives; shall collect all information regarding Louisiana tournaments; shall be responsible for distribution of the association’s publication.
Sec. 5The Treasurer shall process membership applications, shall collect dues and keep an accurate record of all funds, shall make disbursements upon approval at the Executive Committee, shall assist in the publication and distribution of the association's publication.
Sec. 6The directors shall share responsibility with the officers for conducting the various projects of the L.V.C.A.

ARTICLE V

Executive Committee

Sec. 1The officers, directors, coordinators, and the immediate past President shall make up the committee.
Sec. 2This committee shall seat immediately preceding and following the semi–annual meetings. Special meetings of this committee may be called by the President when necessary.
Sec. 3The Executive Committee shall manage the affairs and funds of the association and approve all projects.

ARTICLE VI

Committees

Sec. 1All committee chairmanships shall be appointed by the President.
Sec. 2There shall be the following committees:
a.Rules Recommendations and Officiating
b.All-State Selection
c.Public Relations and Promotions
d.Legislation
e.Membership
f.Hall of Fame
g.The Kathy Trosclair Memorial Award
Sec. 3The duties of the committees are as follows:
a.Rules Recommendations and Officiating – To study the need for rule changes or clarifications and to work for uniformity in officiating; to make recommendations to the Louisiana High School Athletic Association’s State Volleyball Tournament director and to the Louisiana High School Coaches Association’s All Star game coordinator concerning officials.
b.All-State Selection – To follow the selection system as outlined in Article X of the L.V.C.A. bylaws.
c.Public Relations and Promotions – To promote volleyball throughout the state, including newspaper, magazine, radio, and television coverage.
d.High School Athletic Association, the Louisiana High School Coaches Association, and the National Collegiate Athletic Association; to make recommendations to the membership for discussion; to send approved recommendations to the appropriate governing body; to make recommendations to the L.V.C.A. for changes in the association’s constitution and bylaws.
e.Membership – To coordinate a drive to increase membership and participation; to publish a coaches’ directory for the L.V.C.A.
f.Hall of Fame – to recognize outstanding achievement and/or contribution of an individual to Louisiana volleyball.
g.The Kathy Trosclair Memorial Award – To recognize, by following the selection system as outlined in Article XII of the L.V.C.A. bylaws, an outstanding senior player who exhibits the qualities of love of volleyball, unselfish support of her coach and teammates, leadership, spirit, and sportsmanship.

ARTICLE VII

Projects

The projects of the association shall be:
Sec. 1Publication of "Passing It Along," the official publication of the L.V.C.A.
Sec. 2Selection of All–State Team and Coach of the Year for high school and college teams by divisions.
Sec. 3Periodic publication of a coaches poll by divisions for high school and college teams.
Sec. 4Dissemination of information regarding junior development programs and coaches’ training programs.
Sec. 5Coordination of statistical and press information.
Sec. 6Rule recommendations.
Sec. 7Publication of tournament results.
Sec. 8Encouragement of greater participation in volleyball in the northern area of the state.
Sec. 9Public relations and promotion of the sport of volleyball.
Sec. 10College opportunities for high school seniors.

ARTICLE VIII

Reports

All officers and committee chairpersons shall present typewritten reports to be filed with the secretary at both regular meetings of the L.V.C.A.

ARTICLE IX

Amendments

These bylaws may be amended by a majority vote of the Executive Committee.

ARTICLE X

All–State Selection

Sec. 1Any member coach may nominate players. The players may be from the nominating coach’s team or from an opposing team.
Sec. 2A nominee’s name will be placed on the ballot only if her s a current member of the L.V.C.A.
Sec. 3Nomination forms must be returned to the committee chairperson postmarked by the Friday of the 20th week of the National Federation calendar. It is recommended that the nomination forms be sent certified mail, return receipt requested. Should a coach find an omission in the printed ballot, a correction will not be made unless the coach has this receipt in his/her possession.
Sec. 4The rules for voting are as follows:
a.Only members of the L.V.C.A. may vote.
b.Each member may send in only one ballot.
c.A coach may vote for members of his/her own team.
d.Each ballot must be identified with coach’s signature and their affiliation, either a school, organization or lifetime membership.
e.There will be twenty players selected to the LARGE SCHOOL TEAM and twenty players selected to the SMALL SCHOOL TEAM.
f.Each coach must vote for two players in each division.(I,II,III,IV,V)
g.Each coach will then select the remaining members at large. For the LARGE SCHOOL TEAM, Divisions I, and II, you may select an additional 16 members. For the SMALL SCHOOL TEAM, Divisions III, IV, and V, you may select an additional 14 members.
h.Each coach may vote for one Coach of the Year in each division. This is not mandatory.
i.Each coach may write in one name from the list of nominees for Player of the Year in the LARGE SCHOOL category, and may write in one name for the Player of the Year in the SMALL SCHOOL category.
j.The completed ballot is to be returned to the committee chairperson, postmarked by the Friday of the 24th week of the National Federation calendar.
k.The committee will tally the votes and select the top 20 players in each category, one of whom will be the Player of the Year in each category, and the Coach of the Year in each division. The committee will devise a tie breaking procedure, if necessary.
Sec. 5All–State players and coaches of the Year will be the invited guests of the L.V.C.A. at its annual All–State Banquet and will receive a commemorative remembrance of the honor.

ARTICLE XI

Hall of Fame

Sec. 1The chairman and committee members shall be appointed by the President.
Sec. 2The categories for the nominees are as follows:
a.Competitor
b.Coach
c.Administrator
d.Supporter
e.Other
Sec. 3Nominations, with resume, shall be submitted in writing to the chairman of the Hall of Fame Committee. Nominations must be postmarked by November 30.
Sec. 4Committee members shall select inductees from past nominations (received within the last 5 years) or from the current year. An on–going file of nominations received will be kept by the President.
Sec. 5An induction ceremony will be held in conjunction with the annual All-State Banquet. The inductee shall be the invited guest of the L.V.C.A. and shall be presented with a commemorative remembrance of such an honor.

Article XII

The Kathy Trosclair Memorial Award

Sec. 1Inducted into the L.V.C.A. Hall of Fame In 1988, Kathy Trosclair was admired by her peers for her professionalism and high ideals, and revered by her students for her motivational leadership. To her secondary and collegiate coaching positions she brought her zest for life, support of others, sense of humor, and unwavering spirit. The L.V.C.A. has instituted The Kathy Trosclair Memorial Award.
Sec. 2This award will be bestowed upon a team member who exhibits some of the same qualities that characterize Kathy Trosclair: a genuine love of volleyball, unselfish support of her coach and teammates, leadership, spirit, and sportsmanship.
Sec. 3The chairman and committee members shall be appointed by the president.
Sec. 4The nomination form will be published in the newsletter.
Sec. 5L.V.C.A. members may nominate one senior team member.
Sec. 6Nominations, with resume, shall be submitted in writing to the chairperson of the Kathy Trosclair memorial committee. Nominations must be postmarked by November 30th.
Sec. 7Committee members shall select one recipient from the nominations received.
Sec. 8The recipient will be the invited guest of the L.V.C.A. at its annual All–State Banquet and will receive a commemorative remembrance of the honor.
